How we sort states

Court order in force
A court order currently bars at least one CFTC-regulated prediction market from offering some contracts, usually sports, to people in the state.
In litigation
The state and a prediction market operator are actively in court, and no order blocking the operator is in force.
Enforcement, no lawsuit
State officials have sent cease-and-desist letters or taken other enforcement steps, but we found no active litigation.
Law enacted
The state has enacted a law that specifically addresses prediction markets or event contracts, and none of the categories above apply.
No public action found
We found no public enforcement, litigation or enacted law. Pending bills may still be listed on the state's page.

Each state gets the first category that applies, in this order. Read the methodology.
